While the political elite enjoyed a three-course meal at the G20 summit, protests outside the high-security architecture escalated. Smoke flares, machine guns, and sit-ins dominated Hamburg's streets. Rarely has the contrast between rulers and the ruled been as palpable as it was during those days. The summit was preceded by Germany-wide meetings of G20 ministers, whose security measures paralyzed entire cities. New prisons were built for demonstrators, and the police deployed 31,000 officers. The project documents the nationwide preparations, from Berlin to Baden-Baden. The project examines the state of emergency as a strategy of domination.
